River post puzzle

Walking along our lovely River Wensum last weekend, as it winds its way through Norwich, I saw a post standing in the river that initially puzzled me. There was a scale marked on the post from 2 metres marked at the top and going up in value as it went down the post. So the surface of the water in the river was around the 3.75 metres mark.

What was this scale measuring?
